Desmond Sicard

Chief Strategic Officer

Desmond is a qualified Land Economist and Valuation Surveyor with over 20 years of experience in real estate sales, rental, valuation, and property management. He brings more than a decade of strategic management experience to the role, with particular expertise in project conception and feasibility studies. He holds an MBA with Distinction from the University of the West Indies, a Bachelor of Business Administration in Management with First Class Honours, and a Diploma in Land Economy and Valuation Surveying with Honours from the University of Technology.

Michael Johnson

Director of Finance

Michael joined FCJ in 2019 and brings over 30 years of experience in auditing, financial accounting, and reporting across both the private and public sectors. He holds an MBA in Finance and Accounting from the University of Liverpool and approaches the finance function as a tool for social and organisational impact. He is a values-based leader who champions sustainable development and ethical governance.

Dara Smith

Marketing and Communications Manager/Acting Client Service Manager

Dara is a marketing and communications specialist with more than 25 years of experience in corporate communications, media relations, stakeholder engagement, and client service. Since joining FCJ in 2017, she has transformed the organisation's marketing and communications strategy, enhancing brand visibility, stakeholder engagement, and public outreach. She has chaired the Annual Report Committee for five years, leading the production of award-winning reports. In addition to overseeing marketing and communications, she leads the Client Service Department, championing service excellence and customer satisfaction.

Sacha Desulme

Human Resource and Administration Manager

Sacha joined FCJ in 2013 as IT Manager and was subsequently promoted to Human Resources and Administration Manager. She holds a BA in Human Relations from Pace University, New York, and a Master's Degree in Information Technology with Honours from the American InterContinental University. She is a Prosci Certified Change Practitioner and a member of both SHRM and HRMAJ. In 2021 she became a Scholar Member of the Caribbean Society of HR Professionals.

Shannon McLeod

Legal Officer

Shannon is an Attorney-at-Law and a graduate of the University of the West Indies, where she earned a Bachelor of Laws with Honours, and the Norman Manley Law School, where she received her Legal Education Certificate. She has worked in private practice and the financial sector before taking on leadership of FCJ's Legal Department. Shannon has successfully negotiated and executed multi-million-dollar transactions across sectors and holds a real estate licence.

Maxine Lindo

Procurement Manager

Maxine joined FCJ in 1993 and currently leads the organisation's procurement operations. She is certified in Procurement Management by both the University of the West Indies and INPRI, and trained in Personnel Management by the University of Technology. Her long-standing service with the organisation spans roles as Office Manager and Inventory Manager.

Andre Hemmings

Information Technology Manager

Andre has more than 14 years of experience in Information Technology and holds a Bachelor of Laws degree with Honours alongside several certifications in IT and operations management. He combines his legal knowledge with technical expertise to drive FCJ's digital transformation agenda and ensure that IT systems are aligned with the organisation's strategic direction.

Kerry-Ann Russell

Internal Auditor

Kerry-Ann joined FCJ as Consultant Senior Internal Auditor in May 2025. She brings more than 18 years of experience in auditing and finance. She holds a BSc in Management Accounting from the University of the West Indies and is a member of the Association of Chartered Certified Accountants.

Trouy Stanberry

Estate Manager

Trouy joined FCJ in 2021 and is a Chartered Valuation Surveyor with over 20 years of experience in property and estate management. He is a member of the Royal Institution of Chartered Surveyors, a certified paralegal, and holds a professional certificate in Climate Change and Sustainability.

Kevin Ormsby

Property Development and Maintenance Manager/Acting Project Director, Scrap Metal Unit

Kevin has served as FCJ's Property Manager since 2017. He holds a Bachelor's Degree in Hospitality and Tourism Management from the University of the West Indies and the University of Technology, and an MBA from Nova Southeastern University. He oversees the maintenance and development of all FCJ properties, including the operations of the Scrap Metal Unit.

Oshean Campbell, JP

Client Services Manager/Acting Property Development and Maintenance Manager

Oshean is a dynamic professional with over a decade of experience in tactical management and customer operations. He holds an MBA with Distinction in International Business from the Mona School of Business, a BSc in Management Studies with a focus in Marketing from the University of the West Indies, and a Postgraduate Diploma in Human Resource Management from MIND. He is also a Justice of the Peace.
