Hon. Lyttleton Shirley, OJ, CD, JP

Chairman

The Hon. Lyttleton Shirley is a respected business leader and entrepreneur with more than 50 years of service across Jamaica's public and private sectors. He founded several ventures including Hagley's Auto Supplies and Tanaj Investments, and his leadership has modernised agencies such as the Port Authority of Jamaica, the South East Regional Health Authority, and FCJ. He was conferred with the Order of Jamaica in 2024 and the Order of Distinction (Commander Class) in 2017. He currently chairs the Kingston Free Zone and FCJ, where he leads the Public Relations and Marketing Committee and sits on the Corporate Governance, Finance, Human Resources and Administration and IT, and Projects and Operations Committees.

Dr Donald Farquharson, PE, JP

Managing Director

Dr Donald Farquharson is a Certified Professional Engineer with senior leadership experience across engineering, ICT, and public health. He holds a Doctorate in Business Administration, an MSc in Management Information Systems, an MBA, and a BSc in Computer and Electrical Engineering. His former roles include Chief Information Officer at Jamaica Public Service Company and Chief Executive Officer of Kingston Public and Jubilee Hospitals. As Managing Director of FCJ, he sits on all Board committees with the exception of Corporate Governance and Audit and Risk Management.

Dirkette Cooper

Corporate Secretary

Dirkette is a professionally accredited Corporate Secretary and Certified Administrative Professional with over 23 years of experience in secretarial administration. She serves as Corporate Secretary for FCJ, Morant Bay Urban Centre Ltd, and Boundbrook Urban Centre Ltd. She holds a Postgraduate Diploma from MIND, a BSc in Management Studies from the University of the West Indies, and is Chartered Governance Institute (UK and Ireland) certified.

Dr Kofi Nkrumah-Young, JP

Director

Dr Kofi Nkrumah-Young is a finance and education professional with over 30 years of experience. He holds a Doctorate in Business Administration, an MBA, and degrees in banking, finance, and theology. A published researcher and lecturer, he serves on boards including HEART/NSTA Trust and ACHEA, and represents FCJ on the Morant Bay Urban Centre Ltd board. At FCJ, he chairs the Finance Committee and serves on the Projects and Operations Committee. He is also a minister in the Moravian Church.

Rochelle Cameron, JP

Director

Rochelle Cameron is an Attorney-at-Law and the Chief Executive Officer of Prescient Consulting Services Limited. With over 25 years of legal and executive leadership, she has served as Crown Counsel in Jamaica and Vice President of Legal and Regulatory Affairs at Cable and Wireless. She holds an MBA in International Business and is a Justice of the Peace for St Andrew. Her expertise spans crisis management, business strategy, and team engagement, and she has served as a Director at FCJ since 2016, contributing to the Corporate Governance and Public Relations and Marketing Committees.

Kirk Benjamin

Director

Kirk Benjamin is the Senior Director of Trade Facilitation and Special Projects at Jamaica Customs, with 18 years of experience in tax administration. He provides technical guidance on customs policy and implementation, and holds an MSc in Public Policy and Management along with a Postgraduate Diploma in Public Sector Senior Management. Since 2016 he has served as a Director at FCJ, where he chairs the Audit and Risk Management Committee and sits on the Corporate Governance Committee.

Andre Nelson

Director

Andre Nelson is a Registered Professional Engineer with expertise in civil infrastructure and flood management. He holds an MSc in Sustainable River Catchment Flood Management and a BSc in Civil Engineering, and his professional history includes leadership roles at the National Works Agency and Caribbean Cement Company. He currently chairs the board of NROCC and, since 2021, has chaired the Procurement Committee at FCJ, where he also serves on the Projects and Operations, Audit and Risk Management, and Human Resources and Administration and IT Committees.

Danya Ho

Director

Danya Ho is a creative entrepreneur and founder of Fine Ideas Catering, with a professional background in nursing. She has served at the University Hospital of the West Indies and in private medical practice, and in 2019 she opened Danya's Coffee Barrel in downtown Kingston. She is an active mentor in her church community. At FCJ, she serves as Deputy Chair of the Human Resources and Administration and IT Committee and is a member of the Public Relations and Marketing and Corporate Governance Committees.

Fabian Brown, JP

Director

Fabian Brown is a leadership and human capital specialist with a background in strategic management, communications, and social development. He has worked across the hospitality, health, and social services sectors and holds a Commonwealth Executive MBA. As a Director at FCJ since 2016, he chairs the Human Resources and Administration and IT Committee and contributes to the Corporate Governance and Public Relations and Marketing Committees.

Corey Dunkley

Director

Mr. Dunkley is an Attorney-at-Law, specialising in Real Estate and Property Law. He has a strong commitment to justice and integrity. He is a partner in the law firm Roxanne C Mars and Company. Mr. Dunkley is a former lecturer at the University College of the Caribbean, specialising in Business Law. He brings a fresh perspective, valuable experience and a strong commitment to supporting FCJ's continued growth and development. Mr Dunkley was appointed to the Board of Directors of FCJ on May 4, 2026. His appointment marks an exciting addition to the Board as FCJ continues to move forward and build on its achievements in transforming lives and communities.

Roxann Linton

Director

Roxann Linton is a seasoned financial services executive with extensive experience in financial management, corporate governance and executive leadership. She has served as CEO of First Heritage Co-operative Credit Union Limited and now leads InnerHub Consulting. A Chartered Financial Analyst and Certified Public Accountant, she holds Bachelor's and Master's degrees in Accounting from the University of the West Indies. At FCJ, she serves as Deputy Chair of the Audit and Risk Management Committee.
