Job Summary:
Under the general supervision of the Manager, Public Procurement, the Public Procurement Clerk is responsible for obtaining price quotes from suppliers based on the various purchase requests within a company. They are also responsible for preparing purchase orders.
Qualification:
- Four (4) GCE ‘O’ Level or CXC General Proficiency subjects including Mathematics and English.
- One (1) year experience in the Procurement Department.
Special conditions:
- May be required to work beyond normal working hours in order to meet deadlines.
Required Competencies:
- Knowledge of the Government’s procurement policy.
- Good communication, planning and negotiating skills.
- Knowledge of the FAA Act, Staff Order and Government’s asset management.
- Good interpersonal skills.
- Good knowledge of computer applications.
Duties and Responsibilities:
- Provide clerical services in order to ensure effective and efficient operations.
- Generate Purchase Orders accurately and efficiently in accordance with pre-set deadlines and in keeping with Government of Jamaica standards, coordinating their timely dispatch by hand delivery, email, fax, messenger.
- Conduct timely Procurements for goods and services valuing up to J$500,000.00, ensuring that purchases are in keeping with Government of Jamaica procurement standards.
- Prepare Request For Quotation for purchases up to J$500,000.00 and coordinate their timely dispatch by hand delivery, email, fax.
- Assist with arranging pre-bidding meetings.
- Assist with the coordination of the selected bidder to ensure completion of administrative processes including bid security, contract award notice, etc.
- Ensure that the proper approval and authorization are in place to initiate the generation of Purchase Orders, processing of Invoices and Procurement of goods and services up to J$500,000.00.
- Prepare procurement submissions for presentation at the Management Meetings accurately and efficiently in accordance with pre-set deadlines and standards.
- Assist with the preparation of reports and submissions to the external oversight bodies, the Procurement & Asset Policy Unit (PEPCD, MoF), Public Accountability Inspectorate (MoF), Sector Committee (NCC), Infrastructure Committee (NCC), Integrity Commission and Auditor General’s Department accurately and efficiently in accordance with pre-set deadlines and standards.
- Record and maintain Purchase Orders, Invoice payments records, Procurement and Contract documents in a timely manner.
- Maintain a system of record keeping and storage of the Purchase Orders, Invoices for Payments, Procurement and Contract Documents in a manner that facilitates speedy access and retrieval and maintain up-to-date comprehensive records for both administrative matters as well as operational matters.
- Manipulate computerized data to generate tables and graphical presentations, linking worksheets, workbooks, and word processing files.
