About This Project
This integrated industrial and commercial complex will be a game changer for the people of St. Thomas. The centre will house public and private sector entities, providing a variety of services in what can be described as a one stop shop.
Three hundred and sixty-five thousand (365,000) sq. ft. of space will be created to facilitate the amalgamation of the services provided by the Government of Jamaica and the private sector. Among the entities to be located at the Morant Bay Urban Centre will be the St Thomas Municipal Corporation, the Parish Court, the Registrar General’s Department, the tax office, fast food establishments and Business Process Outsourcing companies to provide employment opportunities for the people of the parish.
The MBUC is a cabinet approved Joint Venture Agreement (JVA) between FCJ and China Harbour Engineering Company Limited (CHEC).

Construction Progress
Overall construction is approximately 70% complete. The project’s completion has been extended from the original September 2024 deadline to December 2024. Despite this adjustment, progress at the Morant Bay Urban Centre remains steady. All buildings, with the exception of Block ‘G,’ have had their roofs significantly installed. The completion of Block ‘G’ is currently delayed due to the proximity of the JPS substation on the property. Major concrete pours for the structures are complete, and the project is now in the finishing stage. External works are advancing, including the construction of U-drains along the property perimeter, installation of water and sewer pipes, and fire hydrants, as well as the pouring of foundations for perimeter walls. Landscaping work will commence soon. The project has received significant interest, with demand for 599,770.33 sq. ft. of the 388,560.82 sq. ft. of space.
Site Development
Construction and infrastructural works started in October 2022. Over 70 businesses have signed pre-lease agreements within the 436,000 sq. ft. facility. Buildings within two (2) zones are far advanced with foundation and drainage works across the site ongoing.
Foundation Works
The foundation works have begun on various sections of the development; this includes the concrete batching plant. Meanwhile the removal of the scrap metal from the property is now 97% complete. Hoarding of the site is completed.
Project Approvals
Construction of the 436,000 sq. ft. of space is expected to begin at the end of March 2022. The Bill of Quantities (BQ) is completed. Approvals have been received from NEPA, NWA, MOHW, Ministry of Labour, Jamaica Fire Brigade, NWC, and the St. Thomas Municipal Corporation.
Design Phase
Construction is projected to begin in the first quarter of 2021 with strategic focus placed on ‘fast tracking’ the construction of the stand-alone buildings to accommodate businesses such as fast food establishments, banks and other commercial entities. The MBUC is presently overbooked with interest from BPO companies, a university, supermarkets, and fast food restaurants.
